ABOUT HOF STRATEGIES
Helping leaders make sense of complex work and move it forward with clarity.
HOF Strategies was created to support leaders and organizations navigating work that is important, complex, and often difficult to move forward alone. We bring an experienced outside perspective, practical strategy, and a deep respect for the people and systems already doing the work.
Our roots are in higher education leadership, enrollment, student success, organizational effectiveness, and leadership development, but the approach is intentionally broader: understand the context, clarify what matters, and build a path forward that can actually be carried through.
HOPE. OPPORTUNITY. FORWARD.
The idea behind HOF is simple: meaningful work should create a clearer path forward.
Hope is the belief that progress is possible, even when the path is not yet clear. Opportunity emerges when leaders, teams, and organizations are willing to examine what is working, what is getting in the way, and what needs to change. Forward reflects the purpose of the work itself: helping people and organizations move with greater clarity, intention, and momentum.
Together, those ideas shape how HOF Strategies approaches every engagement. The goal is not to impose a formula, but to understand the context, identify what matters most, and help clients move important work forward in a way that is practical and sustainable.
Dr. Heather Oliver Freeman is a higher education executive, strategist, scholar, and facilitator with more than two decades of experience leading work across enrollment management, admissions, student success, organizational effectiveness, and leadership development.
Throughout her career, she has worked at the intersection of strategy and implementation, helping institutions translate priorities into processes, decisions, and experiences that make sense for the people they serve. Her leadership has included building and strengthening enrollment operations, developing teams, improving service models, and guiding institutional initiatives through periods of change and growth.
Her scholarly work adds another dimension to that perspective. Dr. Freeman’s doctoral research examined the experiences of Black students who transferred from predominantly White institutions to HBCUs, with particular attention to belonging, fit, institutional experience, and the decisions that shape student mobility. That work continues to inform how she thinks about enrollment, student success, and the responsibility organizations have to understand the experiences of the people moving through their systems.
Through HOF Strategies, she brings together executive experience, research, and a practical understanding of organizational work to help leaders think clearly, make informed decisions, and move priorities forward.
ABOUT DR. HEATHER OLIVER FREEMAN
Experience shaped by the work, the people, and the institutions behind it.
OUR APPROACH
Good strategy starts with understanding the work as it actually exists.
HOF Strategies begins with context. Before recommending a solution, we take time to understand the priorities, people, processes, and realities shaping the work. From there, the focus is on helping leaders make sense of what they are seeing, identify what matters most, and determine what can realistically move forward.
Understand the context
We listen, ask questions, and examine how the work is currently happening before deciding what needs to change.
Clarify the work ahead
Together, we identify priorities, decisions, and areas of opportunity so leaders can move forward with greater focus.
Build for implementation
Recommendations are grounded in what the organization can actually carry through, with attention to people, capacity, and the realities of execution.
